- ➤ Plans for the Essex apartment and townhome development near Shelbourne Drive and Beech Street in Normal have been revived with changes designed to ease neighbor concerns, including rerouting Vanderbilt Drive to reduce local traffic. Worthington LLC is asking to rezone 17 acres to multiple-family use and 2.5 acres to mixed residence use—reviews are set for the Normal Planning Commission on May 8 and the Town Council on May 19.
