- ➤ City staff in Bloomington reworked a $13.2 million agreement for the first phase of a downtown streetscape project by partnering with Stark Excavating and shifting some work in-house—reducing costs from an initial $18.6 million bid. The city council will vote on the contract today as part of the Downtown for Everyone initiative, with planned savings from reduced project features and consolidated contracts. WGLT
